Service Dog is at Center of Custody Battle After Woman Refuses to Return Her to Sick Owner

Posted on August 20, 2025

A Richmond, California family is pleading for the safe return of their service dog, Bella, after she disappeared during Fourth of July celebrations and was later caught in the middle of a heated custody dispute.

Joey and Virginia Flores say Bella, an eight-year-old Maltese, bolted when fireworks erupted near their home. Startled animals fleeing from loud noises is a common occurrence during the holiday, but in this case, the search has turned into a deeply personal battle over the dog’s rightful home.

Bella is far more than a companion. She is Joey’s certified service animal, providing daily support to him as a cancer survivor. She also holds deep emotional significance for Virginia, who lost her son George years ago. Virginia describes Bella as one of her last living connections to him, having been part of their household for nearly nine years.

The couple says they immediately began searching, with Joey combing the neighborhood until the early morning hours. Flyers were distributed, and posts went up on local social media platforms. The following day, a woman on the Nextdoor app claimed she had found a small dog and taken it to a pet supply store, where it was scanned for a microchip. That scan reportedly led to an address in Hayward, which coincidentally was tied to George’s former girlfriend.

According to the Flores family, that woman, identified as Bernadette, collected Bella from the store but has refused to give her back. They state they have contacted her repeatedly and shared extensive proof of ownership, including veterinary records, photographs, and Bella’s service dog certification. So far, they say she has not responded.

Through tears, Virginia appealed directly to Bernadette. “Please return Bella. She needs us, and we need her.” Joey added, “She’s not yours. She’s Virginia’s, and she’s my service dog.”

California law recognizes the theft or unlawful possession of a service dog as a serious offense, with the potential for felony charges. At this stage, authorities have not filed a case, and Bernadette’s account of the situation has not been made public.

The Flores family says they hope to resolve the matter without court intervention, but they are prepared to take legal steps if necessary. Their primary goal, they say, is simply to bring Bella home safely.

For now, the Flores family remains hopeful, keeping Bella’s bed ready and her toys in place, determined to be prepared for the day she returns.

Treating animals with kindness and respect is a responsibility that extends beyond ownership. Pets form bonds that cannot be replaced, and when they are taken, it is not only a legal issue but a deeply human one.
